Conclusion

England is the home of a democratic tradition that has given rise to a distinctive system of law and parliamentary democracy which has served as a model for others. It is a proud and major part of the United Kingdom, a powerful and successful state of worldwide influence and importance. However, the devolution of powers to a Scottish Parliament has seriously unbalanced the Union, producing difficult constitutional problems in dealing with English matters in the House of Commons and the Government. A sense of profound unfairness is growing among the people of England. Creating Regional Assemblies in England would not remove the problems, as it is impractical to devolve to them the power to enact primary legislation. Amending parliamentary procedures in the House of Commons would not solve the English Question and would lead to continuing constitutional unrest as each new government changed the rules.

An English Parliament with devolved powers similar to those accorded to the Scottish Parliament would (with similar action for Wales) continue the process of devolution and produce a uniquely British system of government, owing nothing to the federal systems of other countries. It would produce an improved decentralised system of democratic government, bringing power to make decisions on priorities nearer to all the people of the United Kingdom. Devolved powers to an English Parliament would also enable the United Kingdom Parliament and Government to concentrate on its retained powers, including the vital matters of international relations, defence and the economy. The principle of devolving powers to an English Parliament should be referred to a Constitutional Commission that would examine the detailed aspects of implementation and provide recommendations to be decided by a Referendum. A parliament is a symbol of a people’s identity, unity, culture, and history. That belief was a key motivation in the campaign for a Scottish Parliament. It would be a great historic injustice for the people of England to be offered anything less.

    An English Parliment and the consequent breakup of the union will work to the benefit of England. As an independent country we can if we like apply for membership of the EU with substancial reduction in membership fees, now horrendous. Or just be an associate like Iceland. This will negate present EU laws and be an independent country again, no longer governed by Scottish Labour sell outs and non-accountable EU beauracrats.     Independent of what exactly … you need to decide whether to have a UK with separate parliaments for the individual nations , ie a federal system or a totally independent England , my personal preference is to keep the UK under a federal system where defence, immigration, transport are under control of the main UK party and each nation has its own parliament to decide on national issues .
    I would also like to see the UK out of the EU but in as an associate of the free trade system.
    I voted for the common market in 1975 , I didnt vote for the monstrosity that has become the EU, those of us that voted were misinformed and basically lied to . Primarily the Conservatives pushed like hell to get us in .. betcha wish they hadnt .. have a look at ..

    I believe that an English pariliament is exactly what this nation needs, finally we will be able to restore a national Identity that has eluded us for so long.

    I am all for a Federal system, I believe that it will be as beneficial for us as complete Independence from the U.K.

    We english are continually being told we already have an english parliament at westminster,in the last prime ministers questions in july anne begg a scottish MP commented that there will be at least 89 MP`S not standing at the next general election and that these positions should be filled with more ethnics eg.gays,asians,blacks,gordon brown our scottish prime minister agreed,it seems england is going to be ruled by people (put)into these positions rather than being democratically elected. England needs an english parliament run by the best democratically elected people who have englands best interests at heart.

    English people to lead England. English flag on all public buildens. English common law for England and for all who stand and live in England then you will see the power and love of the English. SIMPLE!!!!
