Tony Benn has a good suggestion:
We also need to introduce a federal system, so that English MPs are deciding rules for English constituencies. Why should English people be governed by the opinions of politicians from Scottish constituencies? Changing that would have to be part of electoral reform.

I’ve only heard two voices calling for an English parliament in relation to the present ‘constitutional crisis’. They are Anthony Barnett on Newsnight Scotland and William Rees-Mogg in the Daily Mail:
