		<description>I think there is a parallel here to the 10% fiasco. Anyone could in the planning phase of the March budget that abolishing the 10% tax band constituted an increase in tax for the low paid . It must have been pointed out to Brown . It was he who instituted it in the first place. Yet he ignored all advice and plunged on . 
  Ditto also the parliament and government for Scotland integral to the Scotland Act 1998. It was pointed by many that this would lead to the breakup of the UK via an increase in national awareness and bargaining for all the component countries . In his contorted reasoning he just blocked out the obvious and insisted otherwise.</description>
