After eight years of telling us that English Votes on English Laws was the answer to the West Lothian Question, it turns out that it isn’t!

The Herald reports that the Conservatives will be turning their backs on the policy that was in their manifesto under leaders Hague, Duncan-Smith and Howard:

David Cameron is poised to draw back from proposing to slap an all-out ban on Scottish MPs debating and voting on so-called English-only legislation in a “compromise” move, according to a well-placed senior party source.
